Experienced Senior Officer with a long career across civil service, academics, politics, and the private sector. 27 years of experience in Tax Polic, Chair of Taxation Law at the University of Lisbon (since 1994), Masters in Tax at Eduardo Mondlane Maputo University (appointed by the University of Lisbon), Advisor to the Minister of Finance of Portugal (1995-2003), Founder Partner at Sousa Franco, Paz Ferreira, Law Firm (2003-2008, 2010-2011), Vice-Rector of the University of Lisbon (2009-2015), included multiple leadership positions and key appointments as Secretary of State of Tax Affairs (2008-2009) or Coordinator for the Introduction of the Euro in Public Administration (1997-2001). 

Worked as Mediterranean EY Tax Policy Leader (including Portugal, Mozambique, Angola, Cabo Verde, São Tomé e Príncipe, Timor-Leste) since 2011. Founder Partner at Lobo, Vasques & Associados, Specialized Law Firm in Tax Policy Issues. Head of The Real Estate Taxation College at Ordem dos Contabilistas Certificados.
